SAN MARCOS, Calif. – A man was arrested after he allegedly sexually assaulted a woman and punched a dog inside a smoke shop in North County.

A 911 operator overheard a scuffle on an open phone line at 9:20 p.m. Sunday which lead to deputies getting dispatched to the 900 block of W. San Marcos Boulevard, according to San Diego Sheriff’s Lt. Jeffery Duckworth.

When deputies arrived, they arrested 27-year-old Jason Edward Stey of San Marcos for allegedly attacking and sexually assaulting a woman inside a smoke shop, Duckworth said.

"It was hard for me to watch the video, I’ll tell you that much," said Matthew Shlemon, owner of Dabs Central Smoke Shop.

Shlemon told Fox 5 he was not at the shop when the attack happened, but he saw it on surveillance video.

"She was out here working behind the counter," said Shlemon.

Matthew said his employee was with two customers at the time, one of them was Stey.  When the female customer left, Stey did not.

"He kept picking up items off here, looking at them and toying with them.  I don’t know if he was just killing time?" said Matthew.

He said when the employee went to the backroom, that's when Stey attacked.

"He put her in a chokehold, he lifted her off the ground, her legs were kicking," recalled Shlemon.  "He swung about 15 times, we counted.  He hit her, constantly and constantly."

The victim's pitbull tried to intervene and Stey also attacked the dog.

"He swung at the dog, he hit the dog.  She called her dog off of him, because she didn’t want him to hurt the dog," said Shlemon.

Matthew said the employee told him at one point, Stey left her to lock the front door.  It was in that split second she had the opportunity to call 9-11.

"She grabs the shop phone calls 9-11, throws it on the ground and the dispatcher could hear that there was a struggle, and they knew what was happening," said Shlemon.

Within minutes, Sheriff's deputies arrived and Stey was arrested.  Matthew said he's noticed Stey come into his shop several times within recent weeks.  He suspects he was stalking his employee.

"He was in here a couple of days ago when I was working," said Shlemon.  "God knows how long he’s been following and watching her."

Looking back now, Matthew said Stey could have ransacked his store and he would not have cared.

"I wish he would have taken all the money, all my products and everything off the shelf and trashed the place just not put a hand on her," said Shlemon.

Paramedics transported the victim to a hospital to be treated for her wounds.

Stey was booked in Vista Detention Facility and held on $300,000 bail. He faces several charges including rape, assault with a deadly weapon, burglary, assault with intent to rape, cruelty to animals

Deputies booked Jason Stey into the Vista Detention Facility for the following charges:
