POINT LOMA, Calif. -- Another deadline is now looming over a Point Loma home known as the “concrete monstrosity” and residents hope this time around, the owner complies.
“It’s not something that should’ve ever been allowed to be built here,” Melissa Johnson said. Most of her neighbors feel similarly about what apparently is supposed to be a home in the shape of a seashell on Plum Street.
Their issue isn’t just that they think it’s ugly.
“Every time there’s a deadline that comes up, he seems to squeak by somehow,” Johnson said.
Construction began around 2007 and it’s still not done.
Court documents show the property owner unlawfully took out the sidewalk.
“It’s unsafe for the kids that walk in the neighborhood,” one neighbor said.
The stop sign is also fenced inside the property. Some residents also said there used to be a U.S. post office mailbox outside of the home that is now gone.
“I just wish something would happen. It’s just gone on way, way too long,” said Johnson, who lives next to the home.
FOX 5 is learning something could soon happen.
A memo obtained by FOX 5 shows the city attorney’s office is giving the property owner, Francisco Mendiola, believed to live in Mexico, a July 27 deadline to comply with code enforcement demands, forcing him to restore the public right of way and finish construction by September or face fines and even jail time.
John Peterson, who lives up the street, accuses the city of having a double standard for allowing Mendiola to perpetuate construction for nearly a decade now.
“I just got done doing a huge remodel on my property and had the city out here hundreds of times, inspecting me and I’m just dumbfounded how the city continues to allow this monstrosity to exist,” said Peterson.
FOX 5 reached out to Mr. Mendiola and his attorney to tell us when they plan to give residents back at least their sidewalk. FOX 5 is still waiting on their response.
