VISTA, Calif. – The Vista City Council voted Tuesday night to adopt an ordinance banning the retail sale of cats or dogs unless they are from rescues or shelters.

The measure was approved in a 3-to-2 vote.

There are currently no pet stores in Vista that sell dogs.

The ruling models a similar ordinance passed by the cities of Encinitas, San Diego and Chula Vista.
