Woman found zip-tied near freeway

SAN DIEGO – A woman that was found zip-tied Friday in the Egger Highlands area claimed she bound her own wrists, according to San Diego police.

She was spotted by Caltrans workers alongside southbound Interstate 5 near Palm Avenue. Authorities freed her when they arrived at the scene.

The man initially taken into custody turned out to be a witness, not a suspect, police said.
