Expert not surprised ‘El Chapo’ used tunnel to escape

SAN DIEGO -- When Joaquin "El Chapo" Guzman used a tunnel to escape from a Mexican prison last weekend, Joe Garcia saw the irony and wasn't surprised.

Garcia, a Retired Special Agent with Homeland Security,  spent years working with the Tunnel Task Force looking for drug tunnels, many of them built by Guzman and the Sinaloa Cartel.

"His trademark has been the tunnels. The Sinaloa Cartel is responsible for all the tunnels from 2010 to the present," said Garcia.

Garcia told FOX 5 Guzman's prison break was probably planned the minute he was assigned to a prison.
