NATIONAL CITY, Calif. — Police arrested a parolee Monday on suspicion of vehicular manslaughter and driving under the influence of drugs after an 89-year-old man was hit by a car and killed on a South Bay street, police said.
The man was walking on a sidewalk in the 500 block of East Eighth Street in National City just before 9 a.m. when a 2002 Infinity sedan went off the road and hit him, police said. The victim died at the scene. His name was withheld until his family could be notified.
Officers found the car parked about 100 yards down the street, with the driver, 57-year old Kevin Earl Moore of San Diego, sitting inside, Sgt. Mike Harlan said.
Moore voluntarily submitted blood for a sobriety test, which showed that he was under the influence of a narcotic, Harlan said. He was then arrested and booked into San Diego Central Jail, where he was being held without bail pending arraignment, scheduled for Thursday afternoon.
