The $5.9-million project built a tunnel under the tracks along South Coast Highway near the corner of Santa Fe Drive and San Elijo Avenue. Construction began last fall.
Three other pedestrian crossings are planned along the busy San Diego-Los Angeles rail corridor in Encinitas.
SANDAG coordinated planning, funding and construction of the project. The City of Encinitas and Caltrans also helped pay for it.
