Zombies targeted in Homeland Security spending report

SAN DIEGO – A new congressional report questioned the finances of the Department of Homeland Security and some of the report focuses on San Diego.

The report titled “Safety at any price – Assessing the impact of Homeland Security spending in U.S. cities” released Wednesday by Senator Tom Coburn of Oklahoma questioned spending over the HALO Corporation’s Counter Terrorism Summit held in San Diego in October.

“A lot of the money being spent is not to harden those cities and preparing for the future,” said Coburn.

ZOMBIESMore than $35 billion has been spent on Homeland Security since 2003, according to Coburn.  In the 52 page report, Coburn outlined wasteful spending including the training exercise known as a “zombie driven show.”

“The zombie apocalypse demonstration was a one hour demonstration that took place on one night of the event,” said Director of Communications for HALO Corporation Sandy Moul.  “We absolutely stand by its value.  It was a great simulation of a chemical and biological mass casualty activity exercise.”

In Coburn’s report, he questioned the $1,000 grants available for attendees of the summit.

Moul said approval of the grant was based on the content of the summit.

“Our approval as a training event under the urban area security initiative was based on our in classroom course curriculum which comprised over 30 courses in the five day event,” said Moul.

Moul said it’s understandable the lawmaker would have questions.  He should just ask first. She added HALO plans on contacting Coburn’s office to clarify the report.

“We were not contacted by the senator’s office for any input information or fact checking in relation to the report,” said Moul.

Evaluate the value of training by the training itself, not by the interlude during break. They do good work.
